Baker Magras & Associates (BMA) is the premier group health insurance agency in the USVI representing over 325 businesses. Established in 1998, BMA is licensed with all of the major carrier partners in the USVI, US and Puerto Rico and has 6 licensed agents with over 100 years of experience in this important market.
All of our agents are very well-informed in the following areas: EDC Compliance, Policyholder Service, Healthcare Reform (PPACA as it pertains in the US and US Territories), Section 125, COBRA and Medicare. BMA has a strong tradition for service. Each account is personally serviced year round by a designated Account Manager. Great care is taken to ensure the best and appropriate combination of pricing and benefits.
In addition to traditional group health insurance, BMA specializes in all lines of employee benefits, enrollment platforms and benefits administration. We have the knowledge and expertise to streamline your open enrollment and employee onboarding process through technology solutions.

About Us
Josephine Magras was raised in St. Thomas and became the only locally Registered Health Underwriter in 2002. Josephine is the President, charged with running internal business operations, infrastructure, and claims management.
Kevin Likens, is a Florida native and graduate of the University of Florida. He moved to the USVI in 2011 to join BMA after 10 years in the industry with Allstate Benefits. Kevin is Director of Business Development focusing on client retention, new sales and marketing.
Lionel Downer is a veteran of the health insurance industry with more than 20 years of experience providing Life, Health and Group Benefits support for a wide array of organizations throughout the Caribbean. Lionel provides complete analysis of a business’ employee benefits programs, plan and funding strategies, and professional recommendations that are the best fit for each client.
Shemura Nicholson was raised in St. Thomas and a graduate of William Paterson University. Shemura focuses on client retention and competitive industry trends. With a strong commitment to service, she is passionate about sharing her knowledge with the community.
Julian West hails from the Hospitality and Finance Industry with over 15 years of experience in customer-facing sales & service. Numerous awards throughout his career highlight his dedication to providing the decorum of service expected from a platinum provider of benefit solutions.
Our knowledgeable Account Managers and Customer Service Representatives have over 50 years of combined experience. Raised in the USVI, Arelis Burgos, Khisha Shelford, Luanda Kelly and Josette Cobb are especially familiar with our diverse community. Each are directly involved with our policyholders regarding daily administration, account management and employee information.
